There was a special meeting of the Flemingsburg City Council Monday, November 19, 2007 at 6:00 p.m. in the City Annex.  Council members present were Ricky Hurst, Marty Voiers, Scott Manning, Georgianna Sparks, Meredith Story, and Van Alexander.  Mayor Louie Flanery presided.

 

Councilman Manning led the Pledge of Allegiance.

 

Councilman Story updated Council on the prepayment program through PEAK.  Story spoke with utility personnel at Grayson and Olive Hill, both customers of PEAK since 2000-2001.  The two cities purchase gas together with Grayson using 70% and Olive hill 30%.  Both have recognized savings and are well satisfied with PEAK.  Story noted that PEAK might not be able to offer Flemingsburg as much flexibility on storage as their other customers because Flemingsburg uses Columbia Transmission and they don’t have many customers on Columbia.  Story said the program needed to be investigated further and suggested that the City also look at the prepayment program offered by Atmos.  The cities of Vanceburg, Morehead, and Carlisle are current customers of Atmos.  They will be holding a meeting in Morehead Tuesday, December 4th for anyone interested in their prepayment program.

 

City Attorney Tom MacDonald reviewed the Occupational Tax Ordinance No. 11-07-2, which had been changed to comply with the uniform language of the model ordinance required by the state.   MacDonald noted that on page 5, Section 1b, a minimum of $75 was added; on page 6 a new section 4 was inserted to include peddlers and other seasonal occupations; page 7, section 5, subsection 1 includes a stipulation for large tax payers requiring quarterly payments if their annual tax liability exceeds $5,000; and on page 12, Section 8, subsection 6 it states that businesses are required to send the city a copy of 1099’s, which should assist the city in catching contractors without a business license.  Councilman Hurst moved to approve.  Councilman Alexander seconded the motion.  All were in favor.

 

            There being no further business, Councilman Manning moved to adjourn at 6:38 p.m.  Councilwoman Sparks seconded the motion.  All were in favor.
