The Flemingsburg City Council held a special meeting on September 21, 2005 at 5:30 p.m. in the City Annex.  Council members present were Marty Voiers, Carl Haight, Nancy Suit, Georgianna Sparks, Meredith Story, and Scott Manning.  Mayor Louie K. Flanery presided.

 

            Councilwoman led the Pledge of Allegiance.  City Clerk Joy Roark presented the second reading of Ordinance No. 9-05-3 regarding the property tax rate.  Councilwoman Sparks moved to approve.  Councilman Manning seconded the motion.  A roll call was given with all voting in favor.

 

            The NIMS resolution was discussed.  Exhibit A was presented for Council review.  Councilman Story moved to adopt the NIMS resolution.  Councilman Haight seconded the motion.  All were in favor.

 

            The Municipal Order regarding vacation and court day was presented for discussion.  City Attorney Tom MacDonald explained the changes.  Councilman Story commented that he had been looking at the benefits for Maysville, Brooksville, Cynthiana, and Carlisle.  Most allowed employees to carry forward vacation time for a period due to extenuating circumstances such as major City projects, being short-handed, or personal hardship.  Story noted that Flemingsburg’s holidays and vacation days far exceeded surrounding cities with comparable pay scales.  The second Monday in October was intended for court day and since there won’t be any court day the holiday should be eliminated.  Councilman Haight and Councilman Manning concurred.  Mayor Flanery defended the City’s benefit package, noting the morale of employees; and stated that if something was taken away from the employees something else should be given in it’s place. Mayor Flanery suggested changing the holiday to Columbus Day noting the banks are closed that day.  After much discussion Councilman Manning moved to eliminate the second Monday in October as a holiday effective in 2006; and changing the vacation policy to allow key employees to carry-over vacation earned for an additional period not to exceed six months based on necessity and with the Mayor’s approval.  Employees may be compensated in lieu of time away from work at the Mayor’s discretion.  Changes in the vacation policy were to take effect immediately.

 

            Council discussed the “CEGG” grant resolution for the Cherry Grove Road Sewer Project.  The grant application was for an amount up to $105,000 and would be used to supplement costs of construction.  Councilwoman Sparks moved to adopt the resolution.  Councilwoman Suit seconded the motion.  All were in favor.

 

            Council considered changing the October meeting date, which falls on a holiday, to the second Tuesday of the month.  City Attorney Tom MacDonald stated that it would not be considered a special meeting due to the holiday.  After a brief discussion, Councilman Manning moved not to change the meeting date.  Councilwoman Sparks seconded the motion.  All were in favor.

 

            There being no further business, Councilman Manning moved to adjourn.  Councilman Haight seconded the motion.  All were in favor.
