There was a regular meeting of the Flemingsburg City Council Monday, May 12th, 2008 at 7:00 p.m. in the City Annex.  Council members present were Ricky Hurst, Marty Voiers, Scott Manning, Georgianna Sparks, Meredith Story, and Van Alexander.  Mayor Louie Flanery presided.

 

Councilman Alexander led the Pledge of Allegiance.  Minutes of the April 14th and April 29th meetings were presented.  City Clerk Joy Roark noted an error in the April 29th minutes, first paragraph of the second page.  It should state, “The committee also recommended that the City continue to pay 100% of the employee’s single coverage and 23% of the additional coverage”.  Councilman Story moved to approve with the noted correction.  Councilman Alexander seconded the motion.  All were in favor.

 

Robbie Cropper addressed Council on behalf of residents living on Amanda Brook Dr. regarding the ‘no parking’ sign recently put there.  Mayor Flanery said there had been a problem with a truck being parked on the street, but he had talked to the owner and the problem has been corrected.  Councilman Manning moved that the ‘no parking’ sign be removed.  Councilman Hurst seconded the motion.  All were in favor.

 

Alberta Barker and her daughter, Debbie Foxworthy, addressed Council regarding their water bill being too high.  Utilities Superintendent Kenny Dearing said the meter wells in Crestview all have hose attachments that could be leaking; they tend to fill with water and mud making it difficult to read the meters.  Mrs. Barker requested that it be stated on her bill any time her usage has been estimated so that she can make allowances.  Dearing stated that Mrs. Barker’s meter had been replaced with a new auto read meter, which should eliminate the problem.

 

Former Police Chief Danny Carpenter appeared before Council concerning a call he received from Chief Randy Sergent on May 9th.  Carpenter stated that Sergent questioned him about some second hand information regarding police officers getting to go home thirty minutes early if they wrote so many tickets.  A new officer reported to Sergent that he had heard this from an employee of the Fleming Co. Ambulance Service who stated that Carpenter had said it.  Carpenter said it wasn’t true and asked Sergent to bring this person to his office so they could straighten it out.  The accusation had upset him and he felt he had to clear himself.  Sergent told Carpenter that he had talked to the man who made the accusation and he admitted that he had lied. Carpenter stated that he didn’t want to file a complaint, he didn’t want any trouble, but he did expect an apology from Chief Sergent.  Mayor Flanery said he would investigate the matter further.

 

Crystal Ruark presented the quarterly Chamber report.  The annual Swing on Main is scheduled for September 20th and Ruark requested permission to close the street for the event.  Councilman Manning moved to approve.  Councilwoman Sparks seconded the motion.  All were in favor.

 

City Attorney Tom MacDonald reported that he had tried to contact the Vice President of Municipal Gas regarding their contract, but could only leave a message and had not received a call back.  Councilman Story reported that Ken Magyar had taken another job, but had agreed to continue to serve as the City’s agent as long as both parties agreed.  His term would be month to month and his fee would remain the same.

 

City Clerk Joy Roark presented the first reading of Ordinance No. 5-08-1 regarding compensation of elected officials.  It was noted that compensation would remain the same.  Councilman Story moved to approve.  Councilman Manning seconded the motion.  All were in favor.

 

Council discussed renewal rates from Carpenter Insurance on property, liability, and workers compensation. Council requested that Brenda Carpenter meet with the finance committee to answer questions regarding the renewal.

 

Joy Roark reported that City employees Sarah Farrow, Joetta Marshall, Danny Coleman, Jason Watson, and Raymond Pollitt had cleaned up the front of the annex and moved all surplus property to storage.

 

Councilman Story scheduled a Finance Committee meeting Tuesday, May 13th at 6:00 p.m. in City Hall to review the budget.

 

Public Works Superintendent Jim Compton reported that work would begin on the Foxspring Park soon.  Work is progressing on the new storage building.

 

Chief Sergent reported that Officer Jeremy Meade had started in the academy.  The “Click it or Ticket” seat belt campaign will run from May 19th to June 7th.  Sergent reported on a training session he had attended with Officer Fugett and one he attended with Councilman Alexander.  Sergent also stated that he had submitted two grants for the police department for equipment, a vehicle and overtime.

 

Clean up week was scheduled for the week of June 2-6.  Jim Compton will take care of advertising.

 

Waste Water Superintendent Dale Clary stated he was getting behind and needed some part-time help.

 

Mayor Flanery reported that several applicants had been interviewed for the Codes Enforcement position.  Ben Moran has been hired and will begin work Monday, May 19th.

 

Councilman Alexander thanked Chief Sergent for inviting him to the training session.  He thought it was very informative and felt that more elected officials should get involved. 

 

Councilman Voiers stated that the Tourism Board has discussed bringing in bands for summer concerts and asked if the City had any funds to support these events.  Mayor Flanery stated that some bands will perform for free, but the City does have some miscellaneous funds for community events.

 

Councilman Hurst questioned the status of the sidewalk to the Middle School (Safe Routes to School Project).  Mayor Flanery stated that he had talked with a contractor about a cost estimate and was trying to work out a way to avoid the extra cost of hiring an architect to do the plan drawings.

 

A special meeting of the City Council was scheduled for Wednesday, May 28th at 6:00 in the Annex.

 

Mayor Flanery reported that the City had been awarded the Trails grant for improvements around the old reservoir, $200,000 for waterlines on Foxspring Ave. and $450,000 for other waterline improvements.

 

There being no further business Councilman Manning moved to adjourn at 8:40 p.m.  Councilwoman Sparks seconded the motion.  All were in favor.
