The Flemingsburg City Council held their regular monthly meeting Monday, May 9, 2005 at 7:00 p.m. in City Hall.  Council members present were Nancy Suit, Scott Manning, and Meredith Story.  Absent were Marty Voiers, Carl Haight, and Robbie Graham.  Mayor Louie K. Flanery presided.

 

            Councilwoman Suit led the Pledge of Allegiance.  Calvin Cheap addressed Council on behalf of the Airport Board.  Cheap explained that the Board had applied for a $450,000 grant and requested that the City include $5,625 in the budget for fiscal year 2006 as matching funds for the grant.  Councilman Manning suggested this matter be referred to the Financial Committee.

 

Council discussed HB 272.  Councilwoman Suit recommended that City Attorney Tom MacDonald prepare an ordinance regarding HB 272 for consideration at the next Council meeting.

 

Council discussed section 12 of the Occupational Tax Ordinance.  Mayor Flanery stated that the $25 fee discouraged vendors from attending local festivals.  Councilman Story stated that the Finance Committee recommended deleting section 12(c).  Tom MacDonald suggested deleting all of section 12.  MacDonald will prepare a draft for the next Council meeting.

 

Mayor Flanery recommended that Councilman Voiers serve on the E911 Board.  This matter will be considered at the next council meeting.

 

Committee reports were presented.  Members of the Safety Committee are attending a training session.  The Finance Committee has met two times on the 201 facility plan and water usage.  Work on the Newman building interior is progressing.  The Flemingsburg Gazette will be moving the end of May.  Work on that building will begin once the building is vacated.

 

Department reports were presented.  The Police Department has applied for a Highway Safety Grant, which is a 100% grant with no match.  Utilities Supervisor Kenny Dearing reported that water from the GFCRWC would be flowing by the weekend.  Public Works Supervisor Jim Compton stated that his crew would be painting stripes on City streets.  Codes Enforcement Officer Gene Schwartz stated that Cingular was putting a cell tower in Flemingsburg.  Cell phone reception should be better.  Mayor Flanery reported that the budget for fiscal year 2006 was nearly complete.

 

Mayor Flanery stated that he had met with KY Housing to find ways to subsidize the rent for the Lerman building to make it more affordable for tenants.  Mayor Flanery is also looking into a skate board park for the City Park.

Due to there not being a quorum, no decisions were made.  A special meeting was scheduled for Friday, May 27th.  Mayor Flanery dismissed the meeting at 8:00 p.m.
