The Flemingsburg City Council held a special meeting Tuesday, March 29, 2005 at 5:00 p.m. in City Hall. Council members present were Carl Haight, Nancy Suit, Meredith Story, and Robbie Graham. Absent were Marty Voiers and Scott Manning. Mayor Louie K. Flanery presided.

Councilman Graham led the Pledge of Allegiance. Cindy McDonald addressed Council regarding the draft of the Wastewater 201 twenty- year plan prepared by her firm. McDonald stated that the Division of Water required the 201 plan before any new sewer construction could be done. Hillsboro and Ewing were included in the service area and already have funding for infrastructure approved. The fiscal court passed an ordinance for mandatory hook-up in these areas. The more customers served the lower the rate per customer would be.

Councilman Story questioned the need for a new plant when the existing plant was only operating at 78% capacity. McDonald stated that the State would start taking action when capacity reached 75%. Superintendent Dale Clary noted that since 2001 capacity had increased by 10%.

A public hearing is scheduled for Thursday, March 31, 2005. McDonald stressed that this document was only a draft. A copy had been sent to the Division of Water for their review. They would make changes and add comments. Public comments and Council comments will be duly noted in the final draft. Expansion of the current service area and costs of new construction are just projections. Council can still make changes to the plan. The document is not a binding legal obligation of the City; it is just guidelines for future growth.

There being no further business, Councilman Haight moved to adjourn at 6:07 p.m.
