The Flemingsburg City Council held their regular monthly meeting on Monday, January 10, 2005 at 7:00 p.m. in City Hall.  Council members present were Marty Voiers, Carl Haight, Nancy Suit, Scott Manning, Meredith Story, and Robbie Graham.  Mayor Louie K. Flanery presided.

 

Councilman Haight led the Pledge of Allegiance.  Mayor Flanery then recognized former Councilwoman Georgianna Sparks and presented her with a plaque for her years of service.

 

Minutes of the December meetings were presented.  Councilman Manning moved to approve.  Councilman Haight seconded the motion.  All were in favor.

 

The Dispatch Interlocal Agreement was discussed.  City Clerk Joy Roark presented the first reading of Ordinance No. 2-05-1 pertaining to the interlocal agreement between the City of Flemingsburg and the County of Fleming regarding the dispatch of emergency services.  Councilman Voiers moved to approve.  Councilman Story seconded the motion.  All were in favor.

 

Mayor Flanery presented a new resolution to apply for a grant through the Land & Water Conservation Fund.  The City had previously applied for this grant, but had been turned down.  Mayor Flanery explained that it would be a 50/50 grant and City labor and equipment could be used in lieu of cash.  The City will be applying for $70,200 and may hear within 30 days whether the grant has been approved.  Councilman Graham questioned the goal for the City parks.  Mayor Flanery stated that it was the City’s goal to get more people to use the parks.  With the improvements that have already been made there has been an increase in use.  Councilman Voiers moved to adopt the resolution noting that funds may need to be disbursed differently than originally budgeted.  Councilman Graham seconded the motion.  All were in favor.

 

Mary Jo Litton addressed Council regarding a letter to Preserve America Review Committee, which Council originally approved on December 28th.  Litton explained that the second paragraph had to be reworded to prove a direct connection between the Flemingsburg Main Street Program and the City of Flemingsburg.  Councilwoman Suit moved to rescind approval of the first letter.  Councilman Story seconded the motion.  All were in favor.  Councilman Story moved to approve the amended letter.  Councilman Graham seconded the motion.  All were in favor.

 

Police Chief Danny Carpenter reported on behalf of the Safety Committee stating that they were still gathering information and would possibly be ready to make recommendations at the next Council meeting.

 

Councilman Story stated that the Dispatch Committee had nothing new to report.

 

Mayor Flanery appointed Councilwoman Suit to serve on the Buildings and Grounds Committee in place of former Councilwoman Sparks; and appointed City Clerk Joy Roark as chairperson.

 

Mayor Flanery appointed Councilwoman Suit to the Finance Committee in place of former Councilwoman Sparks.  Councilman Story will serve as chairman.

 

Codes Enforcement Officer Gene Schwartz had nothing to report.

 

Police Chief Carpenter stated that Falon Fugett graduated from the police academy December 17th and was doing a good job.   Carpenter noted that Officer Fugett received the 110% award from the academy.

 

Streets Supervisor Jim Compton reported that new signs were up on Crest Ave. and Country View Heights as requested.

 

Utilities Supervisor Kenny Dearing had nothing to report.  However, Councilman Story questioned why more water was being purchased and less produced by the City.  Dearing explained that the gallons pumped had to be lowered due to the high level of magnesium in the reservoir.  The gallons pumped will gradually come up as the magnesium levels lower.

 

Wastewater Supervisor Dale Clary reported that the draft of the 201 study was now complete.  He and the mayor were reviewing the document.  So far they had found nothing significantly wrong.  Mayor Flanery added that the SSES study, which goes along with the 201 study, is also complete.

 

City Clerk Joy Roark stated that the Audit report had not been completed due to the illness of one of the auditors, but Robert Montgomery expected to have it ready before the end of the month.  Mayor Flanery set a special meeting for Monday, January 24th at 5:00 p.m. for presentation of the audit report.

 

Councilman Manning reported a traffic bottleneck off of Highland Ave. and onto Crest Ave. and asked if anything could be done to help the traffic flow.  Gene Schwartz said there was a plat filed for those streets and it called for wider roads than the existing ones.  The properties in question would need to be surveyed to see where the lots should end and the roads begin.  Then action could be taken to widen the roads.

 

Councilwoman Suit reported that she had received a lot of positive feedback on the downtown streets.  Suit also questioned if there was an ordinance against placing items on the sidewalk, noting that a pop machine had been placed in front of a building on South Main Cross.  Mayor Flanery stated that he was aware of the situation and was already working on it.

 

Councilman Story questioned the results of the Adelphia Cable survey.  Mayor Flanery stated he had not received the results.  Councilman Story commented that Gov. Fletcher had made funds available for Addiction Recovery facilities and questioned if there was a need for such a facility in our community.  Mary Jo Litton stated that there probably was a need for such a facility and she would check into it further.  Councilman Story questioned the status of the regional water project.  Mayor Flanery stated that the weather had held up the project, but the line was now full of water and being tested.  A few breaks have been found.  The line will have to be drained, refilled, and purified before any water will be sold.  Councilman Story asked if Fleming Mason Energy had been contacted about streetlights in Country View Heights.  Mayor Flanery stated that he had not contacted them yet.

 

Councilman Haight questioned if the fire department can reapply for the grant through Homeland Security.  Councilman Voiers stated that he thought more funds were available and the Fire Chief, Jerry McCloud, plans to reapply.  Bobby Money is also working on it.

 

Councilman Graham had nothing to report.

 

            Councilman Voiers reported some streetlights that were out.  Voiers suggested adding the City’s website address to the ‘welcome’ signs and City letterhead.  Voiers questioned the number of tenants at the Fischer Building.  Mayor Flanery reported that there was currently one tenant, but the City, BTADD, and the bank are looking into ways to promote the rental space.  Voiers questioned the status of the Museum project.   Mary Jo Litton said work had been delayed due to a change order approval, but Wally Thomas was now back to work.

 

There being no further business, Councilman Manning moved to adjourn at 8:15 p.m.  Councilman Haight seconded the motion.  All were in favor.
