What utility services does the city provide?
The city provides water, sewer, natural gas, and garbage.
How do I obtain utility services?
You must complete an application for services.  If you are a renter you must provide a copy of your lease agreement stating who the property was rented to and how many will be living in the residence.  Services will not be turned on in any other name than the name on the lease agreement.  All deposits must be paid before services will be turned on.
What is the deposit for water services?
The deposit for customers is $200.00.
What is the deposit for natural gas services?
The deposit for new customers with a gas furnace must pay a deposit of $300.00.   Customers must pay $150.00 up front and $150 the following month.  Natural gas customers who do not have a gas furnace must pay a deposit of $150.00.
When will my deposit be refunded?
After two years of service if the account is in good standing the security deposit will be refunded to the customer.
When is my bill considered past due?
Utility bills are due by the 15th.  Any unpaid balance after the 15th will be considered past due and assessed a penalty of 10%. Penalties are added the first business day after the 15th at 10:00 a.m.
When is the final day to pay my utility bill?
Cut off date is on or around the 27th of the month.  The final cut off is 10:00 a.m.  Customers who pay their account after 10:00 a.m. will be assessed a disconnect fee of $30.00. To be reactivated you will have to pay a reactivation fee of $30.00 regardless of whether services have been turned off. After 4:00 p.m. reactivation fee goes up to $50.
If my service has been disconnected for nonpayment, how do I get service restored?
If your service is disconnected, the total past due amount, a disconnect fee of $30.00 plus a reactivation fee of $30.00 must be collected before the service is restored.  Service may be restored the same day as disconnected if payment is received before 4:00 p.m.  If payment is received after 4:00 p.m. a reactivation fee of $50.00 must be collected before service will be restored.
What if I owe a bad debt?  Can I get utility services turned on?
 No.  Utility services will not be turned on if you owe a bad debt at a previous location until the debt is paid in full and a security deposit is paid.
If I have a check returned due to insufficient funds, what should I do?
If a check is returned due to insufficient funds, the check must be replaced with cash or a money order.  Also the amount must include a $50.00 return check fee.  Any customer who has 3 or more checks returned due to insufficient funds will be placed on a cash only basis.
Do you offer a senior citizen discount?
Yes.  The senior citizen discount is offered on garbage pick-up only.  The customer must be at least 65 to be eligible.
How do I close my service account?
To close a service account the customer must complete a work order and provide a forwarding address.  All services will remain in the customer’s name until the work order has been completed.  Even though you have vacated or sold the property, you are responsible for all charges through the final date on the work order.  If you do not request a final disconnection, the services will remain on in your name and you will be responsible for all charges incurred until the request is made to close the account.
Do you allow adjustments for water leaks?
Yes.  Customers must be on service for one year to be eligible for an adjustment.  Only one adjustment per 12 month period is allowed.
Is there garbage collection on holidays?
Rumpkie picks up all garbage in the City. They do pick up most holidays. Please see the Citys or Rumpkies facebook for updates on garbage pickup. 
Do you accept credit cards?
Yes.  The City accepts Visa, Discover, Mastercard, and American Express.   Customers may also pay their bills online by selecting 'Pay Your Utility Bill Here' on the home page.  Credit cards and echecks are accepted online.  Customers should allow 2-4 days for echecks to process and their utility account to be credited. There are fees for using a credit card or e-check.
What are the business hours at City Hall?
City Hall is open Monday-Friday, 8:00 a.m. - 4:30 p.m. Business hours for Utilities, Sanitation, and Codes Enforcement vary by department.
Who do I notify if I want to be on the agenda for a City Council meeting?
You must notify the City Clerk no later than 5:00 p.m. Thursday prior to the City Council meeting.  You must state your name and reason for addressing City Council.  If you are a member of a group, one representative must be selected to address City Council on behalf of the group.  Presentations must be limited to 5 minutes.
How do I obtain a copy of an ordinance or other city records?
You must complete a records request form, which is available at City Hall or on the Ordinances page of the City’s website, and turn it in to the City Clerk.
When does the city observe Trick or Treat?
If October 31st falls on a Friday or Saturday, Trick or Treat will be observed on the Thursday before.  If October 31st falls on a Sunday, Trick or Treat will be observed on the following Monday.  If October 31st falls on Monday, Tuesday, Wednesday or Thursday, Trick or Treat will be observed on that day.
If I want to open a business in Flemingsburg what do I do?
The City requires you to complete a business license application form.  You must purchase a business license.  The annual fee is $75 and due in January.  That amount will be prorated the first year based on the number of months remaining in the year.  The City imposes a 1% Net Profit fee and a 1% Payroll Tax.
